State Officer Elections – Alternative Plan
Approved by the PA FBLA Board of Directors, January 29, 2021

Candidate Speeches:

All candidates will record their maximum 2-minute speech. The candidate will upload the speech to YouTube in an “unlisted” format.  The candidate will submit the URL of the unlisted video via a PA FBLA WuFoo form.  Advisers will be asked to confirm that they have reviewed and timed the recording speeches before being published by PA FBLA.

Speeches will be posted via the PA FBLA website for members to view for a specific period for viewing period by voting delegates, all members, and advisers.
Speech Viewing Period:  March 24-April 5, 2021

Campaigning/Q & A:

Members will be given an opportunity to submit questions that they would like to have the candidates answer (similar to an in-person Q&A). A Wufoo form will be published via the PA FBLA website and PA FBLA social media encouraging members to submit questions.

Submission Deadline:  March 15, 2021, no later than 11:59 pm

  • Questions will be screened and a set number (10-15) given to the candidates for which they will provide their answers.
  • Candidates will only be given a short time frame (1-2 hours on a specific day) to submit their answers. It will not be an open-ended time frame.  Kristi Ryland will identify the day when the officer candidate needs to be available to complete answers to the questions in the 2-hour time period, which is tentatively set for Monday, March 22, from 7:00-9:00 pm.  Advisers are not present during this time either in person or virtually.
  • Candidates answers will be posted on the PA FBLA website as part of their election profile.
  • Candidates will also be able to provide one piece of campaign literature (brochure, flyers) in PDF format (no more than two sides) that will be posted with the candidate’s election profile.
    Submission Deadline:  March 19, 2021, no later than 11:59 pm

There will be NO SOCIAL MEDIA usage/campaigning allowed as it is difficult to monitor. Any candidate caught using social media to promote candidacy for PA FBLA state office or national office will be disqualified.

Voting:

  • Voting will be online through Simply Voting (as it is at the SLC). Each adviser will be given log-in information for 2 delegates.  The log-in is one-time only, so once it is used it won’t be valid to use again.
  • Schools will be given a set amount of time to have voting delegates submit their votes.

  • A plurality of the votes cast will determine the candidate elected to office (as it currently is at the SLC).
  • Only those chapters previously registered to participate at the SLC will be permitted to vote.
    Voting Period:  April 6-7, 2021, no later than 11:59 pm

Parliamentarian:

  • The parliamentarian candidate applicant who scores the highest on the Parliamentary Procedure test will be appointed State Parliamentarian. The candidates for state and national parliamentarian will need to take an online test under supervision of someone to be determined to be considered for the position.  The RLC parliamentary procedure test will not be used.

National Officer Candidates:

  • Candidates seeking Pennsylvania’s endorsement to run for national office must submit separate materials and record separate speeches for publication for voting delegate review and approval. An applicant seeking Pennsylvania’s approval to apply for National Parliamentarian must take the Parliamentary Procedure test.

Additional Information:

  • The candidate picture must be in .jpg or .png format and must not exceed 1MB in size.  It must be a head/shoulder shot only.  Nothing below the shoulders is to be displayed.  The background of the picture should be plain/neutral and should not provide any indication of the student’s location.
